سورة التوبة، الآية ٤٥Surah At-Tawbah, ayah 45 (9:45)
إِنَّمَا يَسۡتَـٔۡذِنُكَ ٱلَّذِينَ لَا يُؤۡمِنُونَ بِٱللَّهِ وَٱلۡيَوۡمِ ٱلۡـَٔاخِرِ وَٱرۡتَابَتۡ قُلُوبُهُمۡ فَهُمۡ فِى رَيۡبِهِمۡ يَتَرَدَّدُونَ ٤٥
The meaning in English
It is only those who believe not in Allâh and the Last Day and whose hearts are in doubt that ask your leave (to be exempted from Jihâd). So in their doubts they waver.

التفسير الميسر
إنما يطلب الإذن للتخلف عن الجهاد الذين لا يصدِّقون بالله ولا باليوم الآخر، ولا يعملون صالحًا، وشكَّتْ قلوبهم في صحة ما جئت به -أيها النبي- من الإسلام وشرائعه، فهم في شكهم يتحيَّرون
