سورة التوبة، الآية ٤٦Surah At-Tawbah, ayah 46 (9:46)
وَلَوۡ أَرَادُواْ ٱلۡخُرُوجَ لَأَعَدُّواْ لَهُۥ عُدَّةً وَلَٰكِن كَرِهَ ٱللَّهُ ٱنۢبِعَاثَهُمۡ فَثَبَّطَهُمۡ وَقِيلَ ٱقۡعُدُواْ مَعَ ٱلۡقَٰعِدِينَ ٤٦
The meaning in English
And if they had intended to march out, certainly, they would have made some preparation for it; but Allâh was averse to their being sent forth, so He made them lag behind, and it was said (to them), "Sit you among those who sit (at home)."

ولو أراد المنافقون الخروج معك -أيها النبي- إلى الجهاد لتأهَّبوا له بالزاد والراحلة، ولكن الله كره خروجهم فثَقُلَ عليهم الخروج قضاء وقدرًا، وإن كان أمرهم به شرعا، وقيل لهم: تخلفوا مع القاعدين من المرضى والضعفاء والنساء والصبيان
