سورة التوبة، الآية ٤٤Surah At-Tawbah, ayah 44 (9:44)
لَا يَسۡتَـٔۡذِنُكَ ٱلَّذِينَ يُؤۡمِنُونَ بِٱللَّهِ وَٱلۡيَوۡمِ ٱلۡـَٔاخِرِ أَن يُجَٰهِدُواْ بِأَمۡوَٰلِهِمۡ وَأَنفُسِهِمۡ وَٱللَّهُ عَلِيمٌۢ بِٱلۡمُتَّقِينَ ٤٤
The meaning in English
Those who believe in Allâh and the Last Day would not ask your leave to be exempted from fighting with their properties and their lives; and Allâh is the All-Knower of Al-Muttaqûn (the pious - See V.2:2).

ليس من شأن المؤمنين بالله ورسوله واليوم الآخر أن يستأذنوك -أيها النبي- في التخلف عن الجهاد في سبيل الله بالنفس والمال، وإنما هذا من شأن المنافقين. والله عليم بمن خافه فاتقاه بأداء فرائضه واجتناب نواهيه
