سورة الدخان، الآية ٣٩Surah Ad-Dukhan, ayah 39 (44:39)
مَا خَلَقۡنَٰهُمَآ إِلَّا بِٱلۡحَقِّ وَلَٰكِنَّ أَكۡثَرَهُمۡ لَا يَعۡلَمُونَ ٣٩
The meaning in English
We created them not except with truth (i.e. to examine and test those who are obedient and those who are disobedient and then reward the obedient ones and punish the disobedient ones), but most of them know not.

التفسير الميسر
وما خلقنا السماوات والأرض وبينهما لعبًا، ما خلقناهما إلا بالحق الذي هو سنة الله في خَلْقِه وتدبيرُه، ولكن أكثر هؤلاء المشركين لا يعلمون ذلك، فلهذا لم يتفكروا فيهما؛ لأنهم لا يرجون ثوابًا ولا يخافون عقابًا
